Here's a free version of a very strong 3-D program. We use it at work measuring stuff off of satellite photos.

I've not messed with the line drawing stuff, but if you like this type of thing give it a shot.

Bentley REDLINE is a lightweight version of MICROSTATION V8. It will open and edit .cad and .dgn files.
